How reliable is the grid, and what are the outage indices (SAIDI/SAIFI)?

The Technical Standards for the Distribution Service (NTSD, CNEE Resolution No. 09-99 of 7 April 1999; art. 23 per EEGSA's page) require distributors to meet interruption frequency and duration indices,… measured across the network as a whole (global indices) and per individual user (individual indicators); on transmission,… forced and scheduled unavailability is assessed (CNEE's 'servicio técnico' page). CNEE's 2024-2025 Statistical Compendium defines the two individual indicators, TIU, interruption time per user, 'the amount of time in hours a user was without supply … during a semester', and FIU, interruption frequency per user, 'the number of interruptions a user had during a semester', excludes force-majeure interruptions and those under 3 minutes, and presents the first-semester-2024 results as colour-scale maps by municipality (graphs 8 and 9), not as figures by distributor; in the same compendium product quality (voltage regulation) is reported by distributor (EEGSA, DEOCSA, DEORSA) as the share of measurements within tolerance. EEGSA states on its 'Conócenos' page that 'since 1 January 2019' it cut interruption times with the Power On Restore module of its Outage Management System (OMS), 'thereby improving the TIU, TTIK and SAIDI indicators', without publishing values.
