Why: every figure we publish belongs to its source's terms. Until a source's terms page has been captured and read, the site shows its data with the source's name, date and link (attribution), and does not offer that source's data for bulk download or through the API.
Method for each source: capture its terms or licence page into backbone/data/captures/<host>/ (with sha256, like any capture), read it, and record the result in backbone/registry/sources.yaml as a reuse_terms field: open with attribution (name the licence), restricted (say what is restricted), or no terms published. A lawyer confirms the Guatemalan public-information case (README §5, question 2).
