The Ministry of Energy and Mines (MEM) sets policy and leads the sector; the National Electric Energy Commission (CNEE) regulates tariffs, standards and tenders; and the Wholesale Market Administrator (AMM), a private non-profit entity, operates the system and the market. Distribution to regulated users is in private hands: EEGSA and Energuate (DEOCSA + DEORSA). The legal framework is the General Electricity Act, Decree 93-96 of Congress (1996), and its implementing regulation (RLGE, 1997): generation and trading have been open to competition since 1996, while transmission and distribution are regulated activities awarded by public tender.
