Four municipal variables hit the business case: (1) the building permit - each council has its own regulation and there is no national deadline; (2) the property tax (IUSI) - the same law (2/6/9‰) but a different administrator and a different appraisal aggressiveness depending on whether the municipality collects it or DICABI does, and with the 18-2026 reform pending; (3) the boleto de ornato levy - Q4-150 a year, on a scale set by each council; (4) water - extreme water stress in six metropolitan municipalities against greater availability, though with no published figure, in Escuintla. The GDP per capita map shows that Escuintla is almost as productive per inhabitant as the department of Guatemala, while Alta Verapaz offers abundant labor but weak logistics.
