Two companies control the mobile market: Tigo, a Millicom subsidiary, and Claro, associated with América Móvil; according to Telesemana, cited by Plaza Pública, in 2019 Tigo had 52.4 % of mobile lines and Claro, after buying Telefónica, 47.6 %. The legal framework is the General Telecommunications Law, Congress Decree 94-96 (of 17 October 1996, according to WIPO Lex), amended by Decrees 115-97, 47-2002 and 15-2003. Its article 7 tasks the Superintendencia de Telecomunicaciones (SIT) with administering and supervising the use of the radio spectrum, administering the Telecommunications Register, preparing and administering the National Numbering Plan, settling disputes between operators over access to essential resources and applying the law's sanctions.
