What is the industrial demand-based (low and medium voltage) electricity tariff in Guatemala?

The tariff schedule of the Empresa Eléctrica Municipal de Puerto Barrios set by resolution CNEE-35-2001 (19 April 2001) includes among its base tariffs the simple low-voltage tariff BTS, 'sin cargo por demanda' (with no demand charge); four tariffs with maximum-demand metering, BTDp (with participation in the peak) and BTDfp (with low participation in the peak) for users connected on low voltage, and MTDp and MTDfp, with the same distinction, on medium voltage; and two hourly tariffs 'con medida o control de las demandas máximas de potencia dentro de las horas punta' (with metering or control of maximum power demands within peak hours), whose users have hourly power metering: BTH on low voltage and MTH on medium voltage. BTDp, BTDfp, MTDp and MTDfp comprise a fixed per-user charge (Q/user-month; the 'consumer charge', or 'fixed monthly charge' in MTDfp), a unit energy charge (Q/kWh), a unit maximum-power charge (Q/kW-month) and a unit contracted-power charge (Q/kW-month); BTH and MTH comprise a consumer charge (Q/user-month), a unit energy charge (Q/kWh), a unit peak-power charge (Q/kW-month) and a unit contracted-power charge (Q/kW-month). Under that schedule, users served on low or medium voltage whose power demand is above 11 and below 100 kW may freely choose their tariff among the options approved by the CNEE, 'respetando las limitaciones establecidas para cada caso y dentro del nivel de tensión que le corresponda' (respecting the limitations set for each case and within the voltage level that applies to them); if a user cannot determine the tariff that matches their type of consumption and lacks metering equipment suitable for verifying hourly power demand, the distributor must apply whichever of BTDp, BTDfp, MTDp and MTDfp is most beneficial for the consumer; the same point provides that a user with metering equipment that records hourly power demands is charged the BTH or MTH tariff, as applicable. A CNEE report with 2024 data still uses those names: it states that under the regulations in force users are classified by the tariff options in the schedules and not by type of consumption ('residential', 'commercial' or 'industrial') and, 'para efectos orientativos' (for guidance purposes), counts users of the BTDp, BTDfp and BTH tariffs as commercial and users of MTDp, MTDfp and MTH, plus Large Users connected to the distribution network, as industrial. By contrast, the CNEE's demand bill calculator offers the codes BTSH, BTHD, MTHD, PBT and PMT and breaks the bill into a fixed charge per customer, energy charges (with consumption fields for peak, intermediate, off-peak and additional off-peak), a maximum-power charge and a contracted-power charge; and EEGSA lists, among its tariff options 'establecidas y aprobadas por el ente regulador' (established and approved by the regulator), the Low Voltage Hourly Demand Tariff (BTHD), the Medium Voltage Hourly Demand Tariff (MTHD) and the low- and medium-voltage demand tariffs for self-producers (BTDA and MTDA). The 'Pliegos tarifarios' page of the CNEE portal shows the text 'Consulte los pliegos tarifarios aquí' (consult the tariff schedules here), with no values. According to the recitals of the 2001 resolution, article 59 of the General Electricity Law and article 1 of its Regulations subject supply prices to regulation for users whose maximum demand is below 100 kW, and articles 80 and 95 of the Regulations provide that the CNEE approves tariff-structure options for each distributor and sets tariffs valid for five years. According to the AMM's investment guide (update to April 2025), consumers demanding more than 100 kW may acquire Large User (Gran Usuario) status and buy directly from marketers or generators.
