The Foreign Investment Act is Decree 9-98 of the Congress of the Republic; its central principle is national treatment: article 3 ('plena equiparación') grants the foreign investor 'the same treatment as that granted to national investors in the conduct of their economic activities' and prohibits any discriminatory act against them, and article 4 lets them take part in any lawful economic activity and hold any share of a company's capital, except for national-capital requirements set by a special law. It is the underlying framework within which MINECO and the promotion agencies operate. The text cited is the one published by the OAS's SICE.
