FUNDESA's Local Competitiveness Index (ICL) covers 340 municipalities across 12 pillars (Institutions, Infrastructure, ICT Adoption, Economic Environment, Health, Skills, Productive Investment, Labor Market, Financial System, Market Size, Business Dynamism and Innovation Capacity) and 43 indicators built from more than 100 data points drawn from more than 20 official sources. The 2025 top five (published 27 November 2025; Prensa Libre calls it the ninth edition - the starting year remains to be confirmed): Guatemala 80.82, Santa Catarina Pinula 75.37, San Miguel Petapa 75.20, Mixco 74.41 and Villa Nueva 72.21; 183 municipalities improved and 157 fell back against 2024. The ranks of secondary municipalities (Quetzaltenango, Escuintla, Cobán, Chimaltenango, Puerto Barrios, Amatitlán, Palín, San José) are in the viewer/annex and have yet to be extracted.
The research is written in English; quoted figures, source names and the titles of legal instruments stay in the language their source published them in.
