According to Prensa Libre (13 July 2026), the capital requires 7,000 l/s and EMPAGUA produces ~4,500 l/s in the rainy season and 3,600 l/s in the dry season - a shortfall of almost 2,500 l/s. The current mix is 60% groundwater / 40% surface water, with ~90 EMPAGUA wells in operation, 13 more planned for 2026 and 5 for 2027; the largest plant, Lo de Coy, produces 1,129 l/s. The article states that the number of private wells is unknown for lack of regulation.
