The Municipal Tourism Development Plan 2025-2029 (Municipality + INGUAT + CityLab) creates a Destination Management Organization and a tourism information system, diversifies towards the outlying villages and sets the 2032 vision of the 'best city to live in, visit and invest in' (mayor Juan Manuel Asturias). The municipal land-use plan (POT) classifies land as urban, expansion, rural or protected; Plaza Pública criticises it for attracting new residents without covering local needs. Antigua's Sustainable Tourism Observatory (INGUAT) recorded 971,930 non-resident visitors and US$277.4 M of estimated foreign-exchange earnings in 2024. Holy Week pressure: 641,704 arrivals in 2025 (19% of the national total of 3,423,890; 149,978 of them foreign), against 1,209,622 (37%) in 2024.
