The Sustainable Tourism Master Plan 2026-2036 sets a target of 4.6 M arrivals and US$4,709.1 M in foreign exchange by 2036, but states a baseline of 2.3 M in 2024 that does not match the 3.04 M reported, it probably counts only tourists who stay overnight.
