Article 66 of Decree 52-2010 ("Illegal service") makes it a criminal offense to provide private security services without authorization or without an operating license, punishable by 6 to 12 years in prison and a Q100,000 fine; the same liability extends to anyone who knowingly contracts such services (Chapter IV, Offenses). Checking a supplier's license in the DIGESSP register is therefore a compliance obligation of the party doing the hiring.
