Does the 2025 US reciprocal tariff hit apparel made in Guatemala?

Under the text of the Agreement between the United States and Guatemala on Reciprocal Trade, signed in Washington on 30 January 2026, the United States will not apply the additional 'reciprocal' tariff of Executive Order 14257 (2 April 2025) to originating goods of Guatemala in Schedule 1A (agriculture), nor to goods in Schedule 2 (textiles and apparel) that qualify as originating under the rules of origin of CAFTA-DR Chapter 4; it will apply a reciprocal rate of zero to goods in Schedule 1B under Executive Order 14360 (14 November 2025); and for all other goods of Guatemala the additional rate will be no higher than 10 percent, applied on top of the MFN or CAFTA-DR preferential duty (Annex I). The agreement enters into force 30 days after the Parties notify each other in writing that their legal procedures are complete (art. 7.7).
