USDA's FAIRS Country Report 2025 (September 24, 2025) summarises the framework: Guatemala has been in CAFTA-DR since it entered into force in 2006; white corn is the only agricultural product under a tariff-rate quota and every other agricultural product is imported duty-free. The major regulatory change is the Central American technical regulation on processed-food registration, RTCA 67.01.31:20, in force since August 5, 2024, replacing RTCA 67.031:07: it requires registration of certain semi-processed or processed foods used as ingredients, though no official list of affected products has been published; in practice an ingredient imported directly by the processing plant needs no registration, while one imported by a distributor to supply processors does. Regional harmonisation, slowed by the pandemic, remains under review: dairy standards, an update of the processed-food regulation and a unified draft rule on maximum residue limits of agrochemicals.
