USDA's FAIRS Export Certificate Report 2025 (September 24, 2025) describes the door: the Vice Ministry of Plant and Animal Health and Regulations (VISAR) of MAGA reviews the certificates and issues import permits for fresh or processed food; processed foods also need a permanent registration number with the Ministry of Health's Food Control Unit, which issues the permit for non-animal-origin processed food. The certificate matrix: a certification of origin before SAT for CAFTA-DR preferential tariff treatment (with HS classification and origin criterion); for meat and poultry the FSIS 9060-5 certificate (animal health, food safety and free sale, before MAGA and, if processed or packed, MSPAS); an APHIS VS certificate for animal products and live animals; AMS certification for dairy, table eggs and egg products; a phytosanitary certificate for plants, fresh or frozen plant products, grains and flours; a certificate of free sale issued by state-level authorities for processed foods (MAGA or MSPAS by origin); and a NOAA certificate for seafood and aquaculture products. The report warns that final approval rests with border officials.
