The plan was approved by SAT, MINECO, MAGA, MINGOB/PNC, MARN, MEM, MICIVI, MSPAS, PRONACOM, MINDEF, EPQ, EMPORNAC and ZOLIC for the public sector and, for the private sector, APM Terminals Quetzal, CATRANSCA, CENTRARSE, CLADEC, the Coordinadora Nacional de Transportes and the foreign-trade chambers and associations.
