OEA Unit created within SAT's Customs Intendency

2010SATAccording to the programme's page on SAT's portal, the Authorized Economic Operator Unit of Guatemala was created in 2010 within the Customs Intendency; the OEA figure stems from the Customs–Business pillar of the SAFE Framework that World Customs Organization members adopted in 2005. Superintendency Resolution SAT-DSI-775-2020, quoted on the same page, defines an OEA as an individual or legal person in the international logistics chain that meets international security standards and voluntarily applies to SAT for authorization to enjoy customs facilities and benefits; its article 12 makes the authorization indefinite as long as the operator files the annual self-assessment, keeps meeting the requirements and fulfils its obligations. The list 'Actores OEA Habilitados (Agosto 2026)' records 122 OEA-GT codes in 19 categories, including importer (35), exporter (24), customs broker (17) and consolidator-deconsolidator (13); the same company can appear in more than one category. Empresa Portuaria Quetzal was certified as an OEA by SAT, according to AGN.
