Is there rail freight in Guatemala, who controls the network and what projects exist?

According to the cited documentsLogistics

There has been no regular rail freight service for years. FEGUA (Ferrocarriles de Guatemala), the autonomous state entity created by Decree 22-69, promotes the revival of the railway and safeguards its assets. Ferrovías Guatemala, linked to Railroad Development Corporation (RDC, United States), is the only lawful usufructuary of the railway assets under Contract 402. The declared projects are the Mexico–Guatemala rail interconnection (a link to Mexico's Isthmus corridor) and the Puerto Quetzal–Santa Lucía Cotzumalguapa rehabilitation ('Tren Bicentenario', with a state share of profits).
