What does CONRED (NRD-2) require for a warehouse, and is a fire department opinion needed?

NRD-2 from the national disaster reduction coordinator (CONRED), 'minimum safety standards for buildings and installations of public use', governs emergency exits, evacuation routes,… signage and the calculation of occupancy load by portion of the structure,… with a file of ~19 items (forms, floor-by-floor drawings, routes, photographs) submitted through an online platform; legal basis: CONRED National Council Agreements 04-2011 (issuance, published Jul 27, 2011), 01-2014 (amendment) and CN-3-2025 (update). On fire services: commercial listings cite a 'fire protection system' as an attribute, practice points to NRD-2 and to municipal requirements.
