Did Sae-A build the US$400 million polyester complex it announced in Guatemala?

Sae-A Trading (Korea) makes garments in Mixco and Villa Nueva through Sae A International S.A. (zone 7 of Mixco); the start date does not appear in the sources. In February 2019 it announced a chemical fiber, fabric and polyester dyeing complex of about US$400 M with 1,500–2,000 jobs, operational "in three years" (Prensa Libre). By July 2019 the investment was still "under review" ("we have not yet made our investment decision") and Just Style put the project at about US$200 M and the existing knit-fabric operation at more than 5,000 employees, a discrepancy in the amount that remains unresolved.
