Guatemala has no general water law and no national extraction charge: No-Ficción's explainer on initiative 6816 (Aug 2026) recalls that the country has debated a water law for decades and that the proposal would create a national authority able to grant licences and collect charges, which do not exist today, while municipalities run much of the urban water systems. In practice an industrial well is handled with a municipal licence plus the MARN environmental instrument. Drilling costs have no public price list and must be surveyed per target municipality, Villa Nueva, Chimaltenango, Palín, as must the municipal water licence.
