What is the CIRI under the Mexico FTA and what has the Administrative Commission decided?

The Administrative Commission of the Central America–Mexico FTA has built up 13 decisions. Decision 12 establishes the Regional Input Integration Committee (CIRI), a mechanism for waiving origin in cases of regional shortage, it allows goods using inputs from outside the region to qualify as originating when there is no regional supply, in force since 23 March 2024. Decision 13, on public procurement, is awaiting full entry into force.
