How much sugar can Guatemala export to the EU under quota and how much of it is used?

The EU–Central America Association Agreement (AACUE) gives Guatemala an export quota for sugar and high-sugar-content products of 94,700 tonnes in 2024. Utilization was 97.6% in 2023 and 100.0% in 2022, according to MINECO's Tariff Quota Department. It is the only export quota into the EU that is exhausted: a new sugar exporter would be competing for an allocation that is all but full.
