The World Bank/UNODC series records 23.4 per 100,000 in 2023, while the series based on the National Civil Police (PNC) that InSight Crime uses records 16.1 in 2024: the two are not directly comparable. The data phase must choose a canonical source (the PNC/Ministry of the Interior versus UNODC) and document the gap. The narrative of “from ~46 to ~16-17 per 100k in fifteen years” is defensible by combining the two series, but it must be presented with that methodological note. The official PNC/Mingob series was not retrieved in this pass.

The research is written in English; quoted figures, source names and the titles of legal instruments stay in the language their source published them in.
