Decree 29-2024 was approved on 12 November 2024, published in the Diario de Centro América on 3 December 2024. Its entry into force is PER ARTICLE, not wholesale: the bulk of the decree took effect on the general schedule, but articles 89–91 apply from 1 July 2026 and article 92 enters into force on 1 January 2027. It establishes a special regime for road contracting and creates the Directorate of Priority Road Projects (DIPP) inside the Ministry of Communications (CIV), with functional, economic-financial, technical and administrative independence. It gives priority to strategic routes, including the CA-10, CA-11 and CA-12.
