The Law on Partnerships for the Development of Economic Infrastructure (Decree 16-2010) is the framework for contracts between the public and private sectors to create, build, use, maintain, modernize and expand physical infrastructure (roads, ports and the like); it expressly excludes education, health and water. It creates ANADIE, the decentralized implementing agency, and CONADIE, the system's governing council. The text is published by Congress, by ANADIE and by the World Bank's PPP library, and the regulation is available on vLex. There is a reform bill (Initiative 6433) with a favorable committee opinion cited by ANADIE in 2025, whose current legislative status was not confirmed. The number of PPP projects in the pipeline was not collected on this pass; the dossier proposes tracking it with ANADIE.
