The Insolvency Law is Decree 8-2022 (not 19-2022, as it is sometimes cited). Congress passed it on 8 February 2022 and it took effect 90 days after publication. It creates insolvency proceedings, voluntary or involuntary, with an insolvency administrator charged with reorganising or liquidating the estate. Its article 151 ordered MINECO to issue the implementing government agreements within 12 months. Prensa Libre reported incomplete implementation: the regulation and the register of insolvency administrators and creditors were missing. The position as at 2026 (regulation issued, register operating) was not verified.
