The Vice-Ministry of Agricultural Health and Regulations (VISAR), part of the Ministry of Agriculture (MAGA), is the authority for plant health, animal health and the safety of unprocessed foods. Its Plant Health Directorate issues phytosanitary export certificates and phytosanitary import permits; its Food Safety Directorate registers the production and trading units and establishments that handle unprocessed foods. Processed foods are registered with the Ministry of Public Health (MSPAS) — a sanitary registration or license — not with VISAR; the exact division of competences by product category remains to be verified.
