No. The figure of 16.49/15.59/14.75 US cents/kWh is ECLAC's calculation on EEGSA's June 2025 tariff schedule for typical consumption at a 50% load factor, excluding taxes and municipal charges — it is not the CNEE's BTDp/MTDp schedule that dossier 05 could not extract. ECLAC warns that the value ‘only represents the cost of electricity in the geographic area covered by the utility’, that DEOCSA/DEORSA are ‘relatively higher’ and that tariffs change quarterly; the exchange-rate row of Table 19 is labeled ‘June 2023’ even though the tariffs are from June 2025. An additional structural advantage: large users (>100 kW) buy at free prices on the wholesale market, outside the regulated tariff (dossier 05 §4).
