Yes, if it clears the Large User threshold (>100 kW), which a big plant does easily: it can buy power directly from generators or traders at a negotiated price, registering with the Ministry of Energy and Mines (MEM) and enrolling with the AMM (the wholesale market administrator). Regulated demand tariffs (BTDp/MTDp) sit in schedules by distributor, consultable through the CNEE app, and are not yet citable (a gap inherited from dossier 05).
