Guatemala has no general water law and no national abstraction charge; an industrial well is handled with a municipal license plus MARN's environmental instrument (No-Ficción, explainer on the draft water law). Drilling costs have no public price list and must be gathered municipality by municipality for the target locations — Villa Nueva, Chimaltenango, Palín — as must the municipal water license (a gap inherited from dossier 05).
