The EU–Central America Association Agreement (AACUE) gives Guatemala an export quota for sugar and high-sugar-content products of 94,700 tonnes in 2024. Utilization was 97.6% in 2023 and 100.0% in 2022, according to MINECO's Tariff Quota Department. It is the only export quota into the EU that is exhausted: a new sugar exporter would be competing for an allocation that is all but full. The file proposes tracking this figure as `eu_quota_sugar_utilization_pct` from DACE's annual profile.
