- Mining, and its regulatory risk
- not audited
Escobal (silver, Pan American Silver) has been suspended since 2017. The consultation under ILO Convention 169 with the Xinka People still had no timetable for conclusion and no restart date as of the first quarter of 2026, according to Pan American Silver's Form 6-K filed with the SEC; in March 2026 there was a joint Xinka Parliament–MEM visit to the mine, and the Xinka Parliament announced its decision on the mine in June 2026, having taken a historic public position of rejection (Earthworks). The exact content of the June 2026 decision and MEM's response must be verified before publication.

This layer is research: read from public sources by the archive's own team, every claim cited with the date it was consulted, and audited where it is marked so. It has not entered the verified store — no figure here was fetched back from its source or stamped with a retrieval time — so it wears no red provenance numeral and never mixes with the verified figures.
