2020–2023 National Action Plan: measures by port (Tecún Umán II, Santo Tomás, Puerto Quetzal, APM Terminals, COMBEX-IM)

The 2020–2023 National Action Plan to cut release times for definitive imports, published by SAT after the Time Release Study, gives each precinct a matrix of opportunity areas, actions, responsible parties, deadlines and instruments. Land — Ingeniero Juan Luis Lizarralde Arrillaga border post (Tecún Umán II customs): 8 areas and 19 actions, among them the post's 2020–2023 master plan (larger yards, booths unifying migration, customs and quarantine control, a separate vehicle exit), widening the central boulevard to four lanes (MICIVI, 2020–2021), requiring the declaration and its documents on arrival, advance cargo declaration, a risk-management system for land cargo and a new quarantine treatment area (MAGA), moving the weighbridge outside the post, aligning customs brokers' hours with Customs and the temporary container admission form (ATC). Maritime — cross-cutting actions for the three temporary customs depots (EPQ, EMPORNAC, APM Terminals Quetzal): 20 areas and 40 actions, with the Joint Action Protocol and joint inspections (National Facilitation Committee, MINECO), compliance with resolution SAT-DSI-817-2018 on non-intrusive equipment, web data exchange with SAT, bank hours aligned with Customs, automation of the loading list (AGEXPORT, ASONAV), the Foreign Trade Single Window for non-tariff permits, cargo traceability in 'Agencia Virtual' and ATC transmission after discharge; Santo Tomás adds connectivity for DIPAFRONT and SGAIA and the use of radioscopic images; Puerto Quetzal (EPQ) removes the coordinator's document review before immediate verification and centralises green-channel joint inspections; APM Terminals studies berthing-to-discharge time and sizes crews to demand. Air — COMBEX-IM depot (Aduana Express Aéreo): 8 areas and 13 actions, such as validating transport documents before arrival, an importer data-update campaign, guides for occasional importers, automation of permitted activities, longer BANCASAT payment hours, digital signature on the value declaration and a depot appointment system for physical inspection. The plan was approved by SAT, MINECO, MAGA, MINGOB/PNC, MARN, MEM, MICIVI, MSPAS, PRONACOM, MINDEF, EPQ, EMPORNAC and ZOLIC for the public sector and, for the private sector, APM Terminals Quetzal, CATRANSCA, CENTRARSE, CLADEC, the Coordinadora Nacional de Transportes and the foreign-trade chambers and associations.
