There is no modern port system law. According to Leonel Molina, director general of the CPN, 'no one in the country today can authorize a new port facility or grant a land concession to an operator'. The Port System Law had passed third reading in Congress as at 23 May 2026, with 28 amendments outstanding; if enacted it would allow private concessions and public-private partnerships. The three state ports report to the Ministry of Communications (CIV). The final text and the decree number, if it was passed after May 2026, have not been verified.
