On 11 July 2012 EPQ signed a 25-year usufruct with Terminal de Contenedores Quetzal S.A. (TCQ) under the government of Otto Pérez Molina. In 2016 CICIG and the special prosecutor's office (FECI) revealed that Pérez Molina and Roxana Baldetti led a network of 15 people that sought the irregular signing of the contract in exchange for bribes of more than US$30 million (the 'TCQ case'). APM Terminals, which had acquired Grup Marítim TCB (owner of TCQ) claiming no knowledge of the contract's origin, paid the State US$32.7 million in civil reparation within a US$43.2 million MOU (2016). In 2017 APM ended up with 85% of TCQ and the IFC with 15%, with the approval of Congress; the terminal has operated since then as APM Terminals Quetzal.
