The General Telecommunications Law (Decree 94-96, 1996) created the Superintendency of Telecommunications (SIT) and the Frequency Usufruct Title (TUF, articles 54-56, numbering still to be confirmed): a usufruct right over regulated bands that can be leased and transferred in whole or in part, and registered in the Telecommunications Registry. The law was amended by Decree 3-2023, whose PDF has been located at the Judiciary but whose content was not read on this pass.
