Yes. The General Electricity Law (Decree 93-96) was issued on 16 October 1996, signed into law the following month and published on 15 November 1996; it opened generation to private companies, set up an authorizations regime and separated generation, transmission and distribution. The regulator is the CNEE, the technical body of the Ministry of Energy and Mines (MEM), installed on 28 May 1997, which oversees the obligations of awardees and concession holders and prevents anti-competitive conduct; its regulation (RLGE) is published by the CNEE. The costliest investor-state disputes for Guatemala (TECO, Iberdrola, IC Power) arose in electricity distribution; see the arbitration chunks.
