The Access to Public Information Act (Decreto 57-2008, art. 42) requires the obliged body's Information Unit to resolve within ten days of admitting the request, in one of four ways: deliver the information; refuse it when the applicant failed to clarify or complete the request in time; refuse it wholly or partly as reserved or confidential; or declare that it does not exist. Art. 43 allows an extension when the volume and length of the answer justify it. This is the route the platform's access-request letters rely on.

The research is written in English; quoted figures, source names and the titles of legal instruments stay in the language their source published them in.

This layer is research: read from public sources by the archive's own team, every claim cited with the date it was consulted, and audited where it is marked so. It has not entered the verified store — no figure here was fetched back from its source or stamped with a retrieval time — so it wears no red provenance numeral and never mixes with the verified figures.
