The Ministry of the Economy (MINECO) is the lead body for investment and trade policy, and it was MINECO that launched the National Strategy for Attracting Foreign Direct Investment. Its head is Minister of the Economy Gabriela García, in the government of Bernardo Arévalo; her name was confirmed on the MINECO website when it was re-checked in the 2026-08-19 audit. The underlying framework it works within is the Foreign Investment Act, Decree 9-98, which grants national treatment to the foreign investor. MINECO also runs the digital single windows for administrative procedures (business formalization, construction, exports, imports and foreign trade) and created Pro Guatemala in 2024.
