The Oxec line (2017) allowed operation while consulting; the Escobal (2018) and Fénix (2020) lines suspended until consulted; and in August 2025 the Supreme Court (CSJ) granted amparo to communities in San Mateo Ixtatán and ordered consultation without halting the hydropower plant (headline verified; text to be extracted). Without a law there is no stable rule: each judgment redefines the procedure case by case.
