The Ministry of Energy and Mines (MEM) consulted 11 Q'eqchi' communities in September 2017, in Spanish and Q'eqchi', and reported it to the Amparo Chamber on 11 December 2017, with 5 agreements signed by the State, the company and the communities; minister Luis Chang called it 'historic' on 12 December 2017 and MEM clarified that consulting means 'reaching agreements', not a yes/no vote. Oxec operates and Oxec II finished construction: it is the only large case where the full cycle (court order → state consultation → agreements → operation) closed. The counterpoint: community defender Bernardo Caal Xol was sentenced to 7 years and 4 months and released in March 2022, and a self-convened community consultation in Cahabón (August 2017) rejected the projects (record outside this pass).
