The San Mateo, San Andrés and Pojom II projects of Energía y Renovación S.A. in the Yichk'isis (Ixquisis) micro-region, San Mateo Ixtatán, Huehuetenango (Maya Chuj people), were the subject of complaint MICI-CII-GU-2018-0136 (August 2018) before the Inter-American Development Bank (IDB); the bank's independent accountability mechanism (MICI) found 5 breaches of the bank's own policies, including the denial that indigenous peoples existed there and an insufficient consultation, and IDB Invest divested in October 2021 under the IDB Group's first 'responsible exit' plan. In August 2025 the Supreme Court (CSJ) granted the communities amparo and ordered a consultation without halting the project (headline verified; full text still to be extracted). The lesson: multilateral finance is conditional on what the local EIA does not require.
