Art. 2 of Decree 49-79 (“only natural-born Guatemalans may obtain supplementary titles”) was declared unconstitutional by the Constitutional Court in Case File 1331-2005, judgment of 14 Feb 2006 (the annotation in the consolidated text dates it 25 Apr 2006), so a foreigner may obtain a supplementary title on equal terms.
