Taken as a whole the country has about 97,120 Mm³/year available (more than 20 m³ per inhabitant per day): aggregate abundance, badly distributed; the problem is local, not national. The water-stress threshold is less than 1,700 m³ per person per year, and in highland departmental capitals and in Guatemala City the figures fall below 500 m³, with dependence on a declining aquifer. The figure of 97,120 Mm³/year comes from the INSIVUMEH/PLAMAR balance reproduced in the National Policy on Integrated Water Resources Management (GIRH), per search extracts; the CNB page sat behind anti-bot protection during the audit of 2026-08-22 and the policy PDF still has to be checked.
