Yes, with a broad layer of exclusions. The "reciprocal" tariff the United States imposed in 2025 remains the baseline for Guatemala: after the Agreement on Reciprocal Trade (ART) signed on 30-Jan-2026 and the Section 301 action of 23-Jul-2026, Guatemala stays at 10% (other countries rose to 12.5%) and the exclusions cover roughly 70% of Guatemalan exports to the US — which includes much of the apparel that meets the rule of origin. The previous version of this record ("removed for yarn-forward garments", per the freight forwarder Sobel) described part of the picture from a secondary source; the current state is the ART + 301 layer, not CAFTA-DR alone.
