The OEA-GT program was created in 2010 by SAT Board Agreement 14-2010; it is voluntary and free of charge, under World Customs Organization standards. ZOLIC states that there are 'more than 115 certified operators' (an institutional-promotional claim; verify the figure with SAT). The Empresa Portuaria Quetzal was certified as an Authorized Economic Operator by SAT, according to AGN. The dossier records neither the concrete benefits nor the certification timelines.
