The tax authority (SAT) is running the 2023-2026 Customs IT System Modernization Plan: new air clearance in 2023, maritime in 2024 and land in 2025, with monitoring of the 2025-2027 plan, according to the practice reported to the WTO/WCO (Art. 7.6 of the Trade Facilitation Agreement). The Time Release Study (TRS, WCO methodology, 2019) recorded that courier air cargo went from an average of 9 days 4 h 26 min to 2 days 8 h 30 min (-74%) after the improvements. The dossier contains no updated TRS times for maritime or land clearance.
