Decreto 11-2026: temporary support of Q 8 per gallon of diesel and Q 5 per gallon of gasoline, three months, Q 2,000 million

The Emergency Support Act for Diesel and Gasoline Consumers (Decreto 11-2026, issued 14 April 2026 and published in the Diario de Centro América No. 51 of 20 April 2026; in force from the next day, art. 12) created a temporary social support of Q 8.00 per gallon of diesel and Q 5.00 per gallon of premium or regular gasoline, to be passed through to the final consumer price along the import and distribution chain (art. 3). It lasts three months from the publication of its regulation or until the allocation is exhausted, whichever comes first (art. 2); the total allocation is Q 2,000 million (Q 808 million plus Q 1,192 million through budget reallocations, art. 5). The Ministry of Energy and Mines administers and pays it (arts. 4 and 6) and DIACO checks the pass-through at filling stations (art. 7); art. 8 activates an exceptional reference-price and containment mechanism. It follows the precedent of Decretos 20-2022, 28-2022 and 42-2022.
